CY Transfer You will be invited to submit your application for this FRAME XG accompaniment programme for prematurisation projects exclusively to put 5G and future XG at the service of French industrial competitiveness.
The Premature part of FRAME XG accompanies the maturing of a research project from a TRL 2-3 to a TRL 4. With a view to the competitiveness and telecom sovereignty of national and European actors, this support is done by initiating and consolidating your technological development and intellectual property generation efforts, focusing mainly on patents.
What is FRAME XG?
The FRAME xG consortium (FRench progrAm of IP Massification for Europe in XG) is an initiative of more than 15 players in telecommunications research and development, bringing together most of the French public research forces in the field. Candidate in February 2022 for the call for proposals Prematuration-Maturation in the National Acceleration Strategy (NAS) « 5G and future telecommunications network technologies » of France 2030, the initiative was awarded on 9 January 2023. The prematuration/maturation leaders of this consortium are the Institute Mines-Fax for the prematuration part and the Western SATT Valorization for the maturation part.
The FRAME XG programme finances pre-maturation and maturation projects in the 5G SNA and networks on 2 components:

- Part 1 supports the transfer of technology and the creation of enterprises as practised by research organisations, institutions and value-added structures,

- Component 2 should promote the generation of standardised telecommunications technologies.
The projects funded by FRAME XG take up the concept of « Patent factories », or patent factories, which made the success of the IMT Turbocodes technology family. These are projects oriented towards the formation of one or more clusters of patents per project, contributing to a goal of massification of French intellectual property on 5G/XG internationally. For a period of 5 years, the FRAME XG programme operates through calls for projects (AAP) with deadlines for succession.
Why run for premature?

- To initiate and support a standardization effort, generating patent families potentially essential to standards and promoting its solution in dedicated national and international committees

- To finance the recruitment of engineers into a research laboratory exclusively to ensure a phase of development of an innovation, a phase prior to the creation of a startup and/or the transfer of technology to industry
Strand 1 – Premature « Technology transfer and entrepreneurship »
Duration: 6 to 18 months. Maximum amount per project: 76 k€ direct charges (excluding environmental costs)
Strand 2 – Premature « Standardization and standards »
Duration: 12 to 24 months. Maximum amount per project: 140 k€ direct charges (excluding environmental costs)
The payment of eligible expenses is retroactive to 16/02/23. In other words, any eligible expenditure incurred under the project from that date onwards may be financed by the FRAME XG prematurity (subject to selection of the project by the selection and investment committee).
Who can apply? What are the eligibility criteria?
For Part 1 – Premature « Technology transfer and entrepreneurship »
The scientific leader of the project depends on one of the member institutions of FRAME XG.
The institution may be a member of itself or as a beneficiary institution of an OTT member of FRAME XG (SATT, academic, experimental institution).
The research team is accompanied by the valorisation service of its attachment institution member of FRAME XG (SATT, academic, experimental institution).
The research project is existing and has produced preliminary, demonstrated, original and scientifically sound research results, having reached a TRL 3.
The results of the project are already the subject of an initial effort to protect industrial property (e.g. existing patent application). Otherwise, the search results must not be published or disclosed.
The preliminary results present a potential for valuation in the National Acceleration Strategy 5G and Telecom Networks of the future, in identified markets and uses.
French or European socio-economic actors have expressed an interest in topics concerned with the research topic or are positioned on the project itself, and/or a business start-up is demonstrated as relevant as a way of economic valorisation.
The project has no adverse human or environmental impact throughout its life cycle.
For this part 1 of this call for projects Prematuration, co-financing of the project by a public actor (connection institution, other institutional/territorial window) or by a private actor and an economic model of return on investment are encouraged but not mandatory.
For Part 2 – Premature « Standardization and standards »
The scientific leader of the project depends on one of the member institutions of FRAME XG.
The institution may be a member of itself or as a beneficiary institution of an OTT member of FRAME XG (SATT, academic, experimental institution).
The research team is accompanied by an OTT and/or its establishment's valuation service (market, commercial, patent, legal).
The research team demonstrates expertise on a research topic whose results are adapted to telecommunications and network standardization (TRL 2).
The project has a strong objective of industrial property protection.
The preliminary results present potential value in the 5G SNA and networks, on the standardisation and standards side. In particular, the results are in line with technological trends towards future uses 5G/XG.
The project has an objective of valorising with French or European socio-economic partners.
The project has no adverse human or environmental impact throughout its life cycle.
For this part 2 of this call for projects Prematuration, co-financing of the project by a public actor (connection institution, other institutional/territorial window) or by a private actor and an economic model of return on investment are encouraged but not mandatory.

- Selection of projects

- The files are the subject of a study on administrative and legal eligibility by CY Transfer, before being sent to the IMT lead of the program and studied as a selection and investment committee.

- Once your application has been pre-selected, you will be invited to present your project for 15 to 20 minutes before the FRAME XG Committee, addressing both its scientific, economic and strategic aspects.

- The labelling of the selected projects is scheduled for February 2024.
